There were color tv shows during this time, Bonanza (in 1959), and Superman even earlier.

Yeah what is dumb about this? There was a years long overlap between color and black and white in movies and then later in TV.

Wizard of Oz 1939 Color (mostly)
Gone with the Wind 1939 Color
Great Dictator 1940 Black and White
Casablanca 1942 Black and White
The whole Film Noir canon, hmm black and white by design right through the 40s and beyond

Gunsmoke, a huge hit in its day was B&W until 1966, presumedly as the result of a deliberate choice. And a run that overlapped the whole run of Twilight Zone.

In fact it seems as more likely than not that Serling was deliberately evoking Film Noir, if this had been the thesis project of some film student at NYU "Influences of Film Noir on early Horror TV and Movies" you might have thought it an interesting question.
